Phyllis "Billie" Jean Ruggles, 81, of Urbana passed away at 12:46 a.m., Wednesday, November 13, 2013 at Heartland Health Care Center in Champaign. A reception will be held from 11:00 a.m. to 1:00 p.m., Sunday, November 17th at Renner-Wikoff Chapel and Crematory, 1900 S. Philo Rd., Urbana. A memorial service will be held immediately following the reception at 1:00 p.m., at the funeral home.

Ms. Ruggles was born February 7, 1932 at Burnham Hospital in Champaign to parents Al and Olive (Mitchell) Emmons. Billie's parents preceded her in death.

Survivors include sons, Paul Rainey (Marsha), of Florida, Curtis Ruggles (Sally), of Champaign, Terry Ruggles, of Urbana, Tom Ruggles, of Chicago, Chris Ruggles, of Champaign, sisters, Rita Gudgel, of Urbana, Penny Kay Peck, of Tennessee, eight grandchildren, and three great-grandchildren.

Billie graduated from Central High School in Champaign. She retired from the Operation and Maintenance Division of the University of Illinois after 15 years.
