At Carle Clinic, he served on the Board of Governors and the Nominating Committee and Record Committee of the Board of Governors. Among his peers, he was known for his keen and quiet wit.

Dr. Russ was among the first surgeons added to the staff of Carle after the original founders and the following reference to him was made in the book, "Carle: Concept and Growth" by J.C. Thomas Rogers, one of the founders of Carle Clinic and Hospital. Dr. Balfour of Mayo Clinic, who "suggested Dr. Frank H. Russ, one of their Fellows who during the war had carried on as an assistant to the Mayo surgical staff, principally in the area of neurosurgery. Dr. Balfour said Dr. Russ was one of their outstanding young surgeons who, unfortunately, would not be retained due to the return of several former staff surgeons from the service. In late 1947, Dr. Russ was welcomed to the Carle staff. I was overjoyed and relieved by having a general surgical associate who was, coincidentally, knowledgeable in neurosurgery. In head-injury cases alone, he would be exceedingly helpful."
